International video-art festival on urban screens OUTVIDEO 2007.

Deadlines: for works sent by mail – June 7, 2007 ("is sent" on a postage
stamp) for works sent by fast mail [DHL, UPS, CITY EXPRESS, etc.] – June
15th, 2007 ("is sent" on a postage stamp) for works sent on e-mail and FTP –
June 24, 2007

Eligibility: artists & filmmakers who works with digital video & animation
to participate in 4-th edition of festival.

Discipline: Short video, film, animation of any genre / any kind of digital
video, film transferred to digital video

Strong limitations: DURATION 30 SECONDS, NO SOUND

4-th International video-art festival in public spaces

Organizers & festival team are Invite artists working with video, animation
and new media to participate in the project:

Festival dates, July 5 - August 5, 2007

Festival places Moscow, Saint Petersburg, Volgograd, Voronezh, Irkutsk,
Kaliningrad, Krasnodar, Perm, Rostov-on-Don, Riazan', Samara, Sochi, Ufa,
Yaroslavl', Yekaterinburg and Surgut [Russia]

The idea of the festival is to integrate contemporary video art into the
public spaces.

International Festival of Videoart in public spaces “OUT VIDEO ‘07” is the
only one around the world shown on large-sized LED video screens within the
urban environment. For two years it was held in Yekaterinburg (in
2004-2005). In 2006 “OUT VIDEO” is for the first time emerging the
All-Russian stage and is to be demonstrated in 16 cities by the outdoor
video network consisting of 39 large screens. This festival aims at
full-scale integration of actual videoart into the urban environment and
promotion of public art strategies in Russia.

Within the framework of the festival, the programme includes lectures,
workshops, presentations and round tables of experts from Europe & Russia.
These activities are intended to share experience and update possibilities
and problems of interaction between actual art and urban electronic media,
aspects of actual art integration into general audience and topical art
practices of this field.

The festival public screenings will happen on outdoor video screens networks
of CityVision & "IgRek Cinema" companies, 39 city screens located in the
most busy spots. Selected video art works will be shown during one month
each day in the pauses between commercial blocks, altogether around 240
screenings per day on each screen.

There are only two formal requirements to video works: LENGTH - 30 SECONDS,
NO SOUND.

The festival will end with two nights video screenings of the entire
festival program on all 39 city screens.

The closing ceremony will include presentation of the best works in a cinema
theaters.

Awards: Authors whose works will be chosen for day program screenings on the
outdoor video screens network will receive by mail special edition of DVD
catalogue with registration of translation theirs works on outdoor video
screens network in “documentation” section & CD with photo & video
registration files ready to use After the end of the festival all
participants will receive the festival DVD catalogue by mail.

Conditions The amount of the applications from one participant is not
circumscribed (please see ENTRY FORM section to download application form &
technical guidlines). Only one work from one author can be selected for
public outdoor screening in day program.

For participating in festival

Please send us confirmation of your participation to e-mail outvideo ----
pochta.ru or fax +7 (343) 374-73-18, in confirmation please indicate your
name, e-mail, address, telephone or fax (we can send application form by
fax, if necessary) and supposed quantity of video works.

Fill entry form for each video work. Each file of entry form should be named
by your last name and number of work, e.q. smitson1.RTF, smitson 2.RTF
smitson 3.RTF etc. Each video work should be named with same manner e.q.
smitson1.AVI, smitson 2.AVI, smitson 3.AVI etc.

Send your preview file (Image resolution in pixels (by horizontal & by
vertical) – 320x240, please don’t use rare or ‘exotic’ codecs – please
contact us about codecs you are using), entry form, your photo & stills of
works to e-mail: outvideo (a) pochta . ru

You can place on your FTP (in that case we need address of your FTP &
instructions to download your files) or send your final works (image
resolution 720x576 PAL on MiniDV tapes or on DATA CD / DATA DVD (image
resolution 720x576 PAL or 720x480 NTSC – video will be converted into PAL)
with attached printed & signed entry forms, photo & stills on CD to address:
620080 Yekaterinburg, Kominterna 20, office 43 (please indicate on envelope
NO COMMERCIAL VALUE, FOR CULTURAL PURPOSES ONLY). You can send your video
works via e-mail: outvi outvideo@pochta.ru be sure if final file size of
your work will be greater than 4Mgb, you must cut it into parts & send them
in separate letters).

Technical details ATTENTION! Total length (without titles, titles will be
having standard design for all works) of each video work should be 30
seconds maximum, NO SOUND. We accept works on digital carriers CD-R, DVD
(PAL & NTSC) & magnetic carriers: miniDV (PAL only). Works will be screened
on outdoor video screens network will have resolution 320x240 pxls (please
think about reducing resolution – some small details may be lost). On DVD
catalogue we include works in full resolution 720x576 pxls PAL. So we need
at minimum full resolution versions of all your works (preferable miniDV or
DATA-CD / DATA-DVD – simple discs with files ).

Technical guidelines for works on digital carriers: Format for video – *.avi
(video for WINDOWS) or *.mov (QuickTime Interchangeable) , please contact us
about codecs you are using for your works – in general we advise DV-PAL for
CD, DVD; MPEG2 or H.264 (high or best quality) for e-mail or FTP

Format for animation – *.swf (Macromedia Flash versions 3, 4, 5 – otherwise
we can only to see your work, but cannot able to convert it into video),
*.fla (Macromedia Flash project version 5, 6, 7)

Frames rate – 25 fps No sound

Colour palette PAL (preferable) or NTSC (will converted to PAL)
